As part of this transformative vision, Alto is seeking a Conseiller·ère juridique, conformité (Legal Counsel – Compliance) to ensure the organization adheres to all applicable laws, regulations, and ethical standards. This position plays a vital role in promoting a culture of integrity and compliance across the organization, supporting strategic projects that shape the nation’s infrastructure landscape.

The successful candidate will be based in one of Alto’s offices—Montreal, Quebec City, Ottawa, or Toronto—and will report to the Senior Director, Legal Affairs (Interim).


Key Responsibilities:

  • Provide expert legal and regulatory compliance advice on corporate governance and ethics matters.

  • Design, implement, and manage an integrated compliance and ethics program, including policies and procedures on data privacy, access to information, conflict of interest, and anti-corruption.

  • Develop and deliver training materials, compliance reports, and employee education programs to reinforce ethical awareness and compliance culture.

  • Advise internal teams on data protection matters and perform data impact assessments when required.

  • Collaborate with the Access to Information and Privacy Office to ensure adherence to privacy laws.

  • Analyze conflict-of-interest disclosures, recommend mitigation strategies, and maintain accurate compliance documentation.

  • Prepare compliance reports for management and identify potential compliance risks through structured risk assessments.

  • Investigate ethical breaches or non-compliance cases and ensure appropriate resolution.

  • Monitor regulatory developments and emerging compliance risks to advise management effectively.


Education and Qualifications:

  • Bachelor’s degree in Law (LL.B.) and membership in the Barreau du Québec and/or Law Society of Ontario.

  • Minimum 4 years of experience as a legal advisor in a corporation, government entity, or law firm.

  • Strong understanding of corporate compliance programs, ethics policies, and legislative frameworks.

  • Excellent written and verbal communication skills in French and English (bilingualism required).

  • Strong organizational, analytical, and time management skills.

  • Proven ability to manage confidential information and sensitive compliance matters.

  • High degree of initiative, problem-solving ability, and adaptability in dynamic environments.
