Description:
The Applications Support Analyst assists in the design, development, implementation and maintenance of systems and projects solutions for the Emergency Services Cooperative Ontario (ESCO)group encompassing various police agencies.
MAJOR DUTIES & RESPONSIBILITIES
• Collects, analyzes, troubleshoots and manages ESCO agency issues in regards to Business Application.
• Communicates with technical representatives of various ESCO agencies to provide technical assistance, system management, develop recommendations, perform installs, and maintains and repairs application requirements.
• Responsible for data management, system management and version installs in the Business Applications computing environment.
• Coordinates and implements specific assigned system development and implementation activities.
• Analyzes user requirements and generates alternative approaches to information systems design.
• Manages the deployment, testing, training, modification and implementation of systems or system enhancements by way of new releases and assist in the planning process.
• Prepares system prototypes for user consultation by creating a test environment and system design.
• Prepares and administers quality control systems to ensure data entered is accurate, identify discrepancies and notify the appropriate members for correction.
• Meets with department supervisors to rectify Business Applications entry discrepancies and to document and implement recommendations.
• Assists in troubleshooting and technical system support for the database-programming group, monitoring new business processes, and providing support to users during transition and introduction.
• Assist in forecasting future utilization and equipment requirements; designs, develops, establishes standards and monitors the necessary infrastructure process associated with the application of the Business Applications, CAD and Mobile Work Stations (MWS) system changes; implementation and maintenance.
• Assist the IT area in the development of annual plans for the assigned functional area(s) ensuring that major initiatives are in line with the Information Technology, Information Services and ESCO strategic plan.
• Creates and contributes to project planning and control as required; coordinates day-to-day project activities of others to ensure project tasks are disseminated to the appropriate team member and tasks are completed in a timely manner.
• Provides senior leadership to database design team, database programming groups, IT and Business Applications project members.
• Creates and maintains system and process documentation including ESCO IT system manuals, policies and procedures and training standards to assist in providing technical guidance to the ESCO IT groups as a whole.
• Assists in the research, design, development and delivery of IT systems training programs for ESCO members, including the orientation of new staff; identifies learning objectives and selection of instructional methodologies and tools; monitors training and recommends future training and development programs.
• Reviews, develops and implements Business Applications training for ESCO department supervisors and members.
• Recommends revisions on existing procedures and establishes new procedures to meet mandated requirements.
• Maintains ESCO group links to federal and provincial applications and systems, and has access to highly sensitive and confidential information as generated by specialized areas across the police service and/or multiple external sources such as Central Bureau on-line computer application known the Automated Criminal Intelligence Information System (ACIIS).
• Liaises with vendors, other police agencies and internal and external members to discuss various issues, business processes and client/data requirements.
• Monitors the quality, validity and security of records maintained with the ESCO service partners, Business Applications files and on the RCMP Canadian Police Information Centre (CPIC) computerized systems, to ensure they remain intact and secure.
• Prepares and reviews various reports and statistics for internal and external stakeholders.
• Performs other related duties as assigned.
SKILLS
• Knowledge of application and system design, planning, development, implementation and maintenance.
• Successful completion of a three (3) year community college diploma in Computer Systems Technology, Computer Programming and Analysis, Computer Science, or related field.
• Three (3) years’ extensive experience in a leadership role in system design and development using system development life cycles, system deployment, and the design and development of databases.
• Demonstrated ability to attain knowledge of ESCO agency procedures including records management systems, procedures and knowledge of information technology, including manual, automated, and other related system applications.
• Working knowledge of related provincial and federal legislation including Occupational Health & Safety Act, Police Services Act, Human Rights Code, Criminal Records Act, Micro Computer Policy, the Municipal Freedom of Information & Record Protection of Privacy Act (MFIPPA), Access to Information disclosure protocol, and the Records Retention Bylaw.
• Analytical thinking and project management skills required to formulate logic-based statements and to organize project tasks with reasonable and attainable timelines.
• Communication, interpersonal, and leadership skills are required to advise and supervise projects.
• Proficiency in the operation of a personal computer and ability to interpret requirements for and use software programs such as Microsoft Office programs, including Word, Excel, PowerPoint, Visio, Outlook, Access, and Project, Adobe Acrobat and Internet Explorer.
• A valid Class “G” Ontario Driver’s License with no more than six (6) demerit points required to travel within and outside the Region to attend meetings and seminars.
• Ability to work independently with limited supervision; to adapt to changing priorities, and to organize and prioritize using strong time management skills.
• Ability to meet police security clearance requirements and maintain a high level of confidentiality.
• Ability to participate as an effective team member and to support the project values compatible with the organization.
• Ability to meet testing requirements of this position.
