What You’ll Do

You’ll act with integrity to:

 To oversee the planning, design, and conservation for all capital and non-recurring construction projects for the renovation/restoration of the historic Legislative Assembly building at Queen’s Park. The position also provides project management services on major construction projects. 
 Within the Precinct Properties Branch, the Senior Project Management Consultant is responsible for the long-term planning of all capital construction projects for the restoration of the Legislative Building. Other responsibilities include the development and implementation of restoration standards, guidelines and initiatives which will be used to authenticate and preserve distinguishing architectural qualities of the building while modernizing services with the structure. 

You’ll support our collaboration as you: 

Oversees the technical review of drawings and specifications at the preliminary, detail design and tender stages for each capital non-recurring project; ensures that appropriate recommendations and changes are made for compliance with the long-term Restoration Master Plan reviewing all capital and non-recurring projects to identify possible conflicts or overlapping of approved projects. 
Provides expertise and advice on the development of the capital plan and annual non-recurring improvement program. Reviews all non-recurring project requests to ensure the inclusion of an accurate description of work required, realistic budget estimates, and that priorities are consistent with program allocation limits. 
Maintains liaison with clients, Heritage Advisor, project architects, and other consultants, officials of Provincial government ministries, other provincial Legislatures, Ontario Heritage Foundation, Heritage Toronto, City Building Department, Ontario Fire Marshall’s Office, and Ministry of Labour to ensure effective and efficient project planning and management. 
 In conjunction with the Design Specialist, oversees the design process for all capital and non-recurring projects. Monitors design activities to ensure that all plans and specifications submitted for review by staff/consultants comply with relevant standards, policies and procedures. Ensures that appropriate recommendations and changes are made and that projects are completed on time, within budget and high standards of quality. 
Provides technical advice and expertise on design and construction matters. Prepares reports and makes presentations on design/construction issues, as required. Identifies relevant issues such as potential problems with the existing building systems components and ensures timely remedial action is taken to avoid future capital or maintenance costs. 
Approves selection of consultants within approval limits; recommends those with higher fees to the Director of Precinct Properties. Deals with senior management of consulting firms to resolve problems such as design changes, design cost overruns, and failure to meet completion dates. Approves progress and final payments. 
Provides contract administration for major building projects and ensures adherence to restoration/conservation principles, policies and procedures. Monitors construction and inspection activities to ensure that projects are completed on time and to high standards of quality. Informs the Director, Precinct Properties regarding contract disputes and acts as a resource at mediation and litigation hearings, as required. 
Reviews and analyzes the impact of changes in Legislation, construction practices, and technology, recommends appropriate action to the Director of Precinct Properties, and implements approved measures. 
Participates on the Branch management team and ensures effective representation of Capital Projects needs/concerns on various committees at the branch levels. Participates in the development of the Branch budget to provide input on the annual capital plan and non-recurring program. 
Performs other related activities as required. Keeps up to date on related skill development in order to use any new technologies or processes as required. 

How You Qualify

You demonstrate excellence through your:

 Requires a degree in Architecture or Engineering or College Diploma with a membership in either the Ontario Association of Architects or Professional Engineers of Ontario; or 6 to 8 years equivalent experience in project planning and scheduling. 
 In addition to education or equivalent years’ experience, a position requires 3-5 related job experience. 
 Broad, in-depth knowledge of the principles of building planning, design, construction, operation and maintenance; knowledge of architectural, structural, mechanical and electrical design to manage the delivery of design and construction projects and ensure acceptable technical quality of drawings and specification. 
 Knowledge of environmental concerns sounds of knowledge of restoration/conservation principles, policies and procedures, as well as applicable codes and standards. 
 Project management skills and knowledge of contract administration practices and legal requirements; knowledge of financial management and public procurement; analytical and conceptual skills to identify construction design strategies. 
 Excellent oral and written communication skills to prepare and present reports, as well as deal with officials of the Assembly, external contractors and consultants, conservation groups and the public. 
 Ability to use Computer Aided Design (CAD) and project management software.
