Senior Procurement Specialist

 

Description:

The Senior Procurement Specialist is responsible for one of CN’s strategic categories. The role supports the development, analysis and execution of innovative procurement strategies delivering sustainable enterprise value including achievement of cost reduction targets and CN’s Green House Gas (GHG) emissions strategy plan . The incumbent is responsible for developing and establishing key procurement strategies corresponding to the company’s locomotive power requirements and services. The role also executes the delivery of key contracts, capturing the financial savings through negotiation of contract terms and conditions and monitoring of supplier performance. In addition, the position functions to analyze and present data during the baseline, strategize and deliver phases of the category management process, develop sourcing project plans, prepare procurement process documentation and manage the events through to evaluation and final recommendation.

Main Responsibilities Procurement Management
 

  • Develop the procurement category strategy and supplier market knowledge in collaboration with cross functional teams
  • Interact with internal stakeholders, understand their needs and promote value creation
  • Conduct data analytics during different stages of the sourcing process
  • Build and manage Request for Proposals, Quotes, or Information (RFx), evaluate supplier responses and prepare business cases to submit for management approval
  • Negotiate contracts with suppliers (i.e., commercial and legal clauses)
  • Lead contracts, supplier relationships and supplier performance
  • Collaborate with Buyers and end users ensuring all rates and agreements are appropriately administered in the Purchase to Pay (P2P) process (i.e., System, Applications and Products (SAP), Ariba, Fieldglass, etc.)
  • Ensure all internal requirements in terms of compliance to procurement policy respected
  • Participate and support department-wide projects as required
     

Working Conditions

The role has standard working conditions in an office environment with a regular workweek from Monday to Friday and will currently be eligible to participate in our flexible work from home policy. The role requires occasional travel within Canada and the United States (U.S.).

Requirements Experience

Procurement
 

  • Between 4 to 5 years of experience in a similar role
     

Education/Certification/Designation
 

  • Bachelor’s Degree in Supply Chain Management, Business Administration, Engineering, Law, or equivalent

Technical Skills/Knowledge
 

  • Extensive knowledge and ability to understand complex contractual Terms and Conditions, RFx procedures, Letter of Intent (LOI), Memorandum of Understanding (MOU), commitment and demand forecasts and other contractual and commercial agreements
  • Extensive knowledge of contractual financial aspects, such as Net Present Value (NPV), Total Cost of Ownership (TCO), Consumer Price Index (CPI), Producer Price Index (PPI), etc.
  • Ability to conduct complex negotiation, followed by recommending and presenting negotiation strategies to CN executives
  • Ability to drive innovative analysis understanding market trends, cost drivers, suppliers and best practices
  • Strong technical skills related to data tools and presentation of data
  • Knowledge of strategic sourcing best practices
  • Knowledge of P2P
  • Knowledge of supplier performance principles
  • Basic knowledge of Incoterms, customs and documentation required for delivery within North America and international imports
  • Knowledge of commercial aspects of product and service categories
  • Knowledge of rail transportation or logistic industry*
  • Any knowledge for any of the above would be considered as an asset
