Senior Manager, Contracting and Procurement
You are a procurement expert, a strategic enabler who brings structure, clarity, and forward-thinking discipline to one of the Halifax International Airport Authority’s (HIAA) most critical functions.
HIAA seeks its next Senior Manager, Contracting and Procurement, a leadership role that is central to ensuring that every contract, vendor relationship, and procurement decision contributes to safe, efficient, and compliant airport operations. It oversees and fosters strong systems and processes with practical partnership, offering the opportunity to impact how the airport plans, builds, maintains, and modernizes its infrastructure and services. As Senior Manager, Contracting & Procurement, you will lead a procurement function supporting all operational areas from engineering and project management to operations, IT, planning, and maintenance. Your work ensures that procurement decisions are transparent, strategic, and fully aligned with HIAA’s federal obligations and operational priorities. You will help streamline processes, modernize tools, strengthen relationships, and position the airport for long-term operational excellence.
Reporting to the VP Finance and Chief Financial Officer, this role oversees the full lifecycle of procurement, from early-stage planning and sourcing to contract negotiation, vendor governance, and lifecycle management. You will work closely with internal partners to understand needs, shape procurement strategies, and support complex projects. You will also bring a strong compliance lens, ensuring adherence to Transport Canada requirements, the airport’s ground lease, federal procurement rules, and internal policy frameworks.
The ideal candidate is an experienced procurement professional who thrives in collaborative, multi-stakeholder environments and brings 5 to 10 years of progressive procurement leadership experience, ideally within public-sector, federally regulated, or transportation-related settings. They possess a strong understanding of public-sector procurement, federal regulatory environments, and compliance-driven processes, along with deep expertise in RFPs, tendering, contract lifecycle management, procurement governance, and risk mitigation. Recognized for managing multiple priorities with agility and accountability, they value transparency, responsiveness, and relationship-building, and bring a continuous-improvement mindset to their work. With strong interpersonal and communication skills, they value collaboration and contributing to a high-performance team culture.
