Description:

The Government of Nova Scotia's Department of Health and Wellness is seeking a skilled and experienced Manager of Policy Development & Evaluation to lead a team dedicated to developing and implementing strategic health policies and evaluations that impact all Nova Scotians. This position is pivotal in shaping the province’s health system by fostering a culture of continuous improvement, evidence-based policy-making, and strong accountability frameworks.

The successful candidate will work within the Benefits Programs and Eligibility Division, supporting programs such as health cards, drug coverage, dental benefits, and out-of-province services. The role involves managing legislative, regulatory, and policy initiatives aligned with the department’s strategic goals.

Key Responsibilities:

  • Provide expert policy advice and leadership on departmental initiatives including program design, benefit eligibility, and evaluation strategies.

  • Lead a team of analysts in conducting research, sourcing data, and delivering evidence-based policy recommendations to senior leadership.

  • Ensure performance monitoring and accountability through business plan outcome reporting and metrics.

  • Oversee or support various policy and research projects with a focus on improving service delivery and health outcomes.

Candidate Requirements:

  • Demonstrated leadership experience, including managing people or leading projects.

  • Familiarity with provincial government operations, including Cabinet submissions and legislative or regulatory processes.

  • Proven skills in project management, collaborative relationship-building, and strategic planning.

  • Ability to conduct complex policy analysis and implement recommendations effectively.

  • Excellent communication skills (both verbal and written).

  • Strong problem-solving ability, innovative thinking, and sound decision-making under pressure.

Working Conditions:

  • Primarily office-based with extended periods of desk work in a comfortable setting.
