Description:
The Program Manager, Water System Modelling & Data Analytics, will lead a team of technical staff to plan for the future infrastructure needs of the regional drinking water system. The role requires strong technical skills in water system modelling and data analysis to identify infrastructure needs and update the Master Facility Plan for the Water Utility. Leadership abilities are essential to guide and coach the team in planning effectively for water system infrastructure, considering both regional growth and climate change.
Key responsibilities include developing and contributing to major corporate processes, managing the long-range capital plan, ensuring the financial stability of the utility, and providing actionable recommendations to internal and external groups. The role also involves liaising with external technical organizations and maintaining up-to-date industry knowledge. Leadership in hiring, supervising, and mentoring staff is key, with an emphasis on fostering a flexible workforce and facilitating collaboration across departments.
Key Responsibilities:
Lead the development of information and recommendations for managing Metro Vancouver’s drinking water utility.
Integrate data into long-range planning for growth infrastructure programs.
Develop and oversee the Facility Master Plans and capital planning processes.
Provide clear recommendations and respond to internal and external inquiries.
Supervise, guide, and mentor a team of technical staff, fostering individual and team effectiveness.
Resolve technical and interpersonal issues and promote knowledge sharing.
Uphold Metro Vancouver’s reputation through professional interactions with member jurisdictions and the public.
Qualifications:
Bachelor of Applied Science Degree in Engineering or a diploma in Engineering Technology, with 7 to 10 years of experience in a related field.
Master’s degree in Applied Science (specializing in water resources, infrastructure planning, or hydraulics) is an asset.
Eligible for registration as a Professional Engineer (P.Eng.) with EGBC or as a registered Technologist with ASTTBC.
Extensive experience in water resources, hydraulics, and related technical regulations.
Strong judgment skills to resolve complex problems with limited data.
Experience with budgeting, financial management, and meeting financial objectives.
Proficiency in Microsoft Office programs and report writing.
Valid BC Class 5 Driver’s Licence.
