Information Technology Director

 

Description:

We are seeking a highly experienced Director, Information Technology to play a pivotal role in our municipality's digital transformation. Reporting to the Chief Information Officer, the Director, Information Technology is a senior leader responsible for enterprise applications, product management, client support services, and core technology operations across the City of Burlington.

 

The Director leads a multi-disciplinary team of Managers, Product Managers, and technical professionals responsible for the systems and services that enable all City departments and many resident-facing digital services. This includes strategic oversight of enterprise platforms such as Workday, Microsoft 365, ServiceNow, GIS, permitting systems, and public safety technologies.

 

The role serves as the bridge between enterprise strategy and operational delivery. The Director is accountable for establishing governance, prioritizing competing demands, allocating resources, and ensuring technology investments are aligned with corporate priorities and deliver measurable business value.

 

The Director oversees approximately $9 million in annual operating expenditures and a multi-year technology capital portfolio exceeding $70 million over a ten-year horizon. The role provides strategic advice to the Chief Information Officer, senior leadership, and Council on digital transformation, technology risk, service performance, and investment planning.

 

Responsibilities

This position is responsible to:

  • Develop and implement the City’s information technology strategy and operational roadmap aligned with corporate priorities and long-term planning.
  • Lead enterprise application and product lifecycle management, including modernization, enhancements, upgrades, and retirement of technology solutions.
  • Establish governance frameworks for intake, evaluation, prioritization, and resource allocation across competing business demands.
  • Resolve cross-departmental conflicts and make trade-off decisions where demand exceeds available capacity and funding.
  • Oversee client support services, enterprise applications, infrastructure, and service management to ensure secure, reliable, and high-performing services.
  • Manage large operating and capital budgets and ensure strong financial stewardship, forecasting, and value for money.
  • Lead strategic vendor relationships and negotiate complex multi-year contracts and licensing agreements.
  • Provide strategic advice to the CIO, senior leadership, Audit Committee, and Council on digital transformation, risk, and investment priorities.
  • Ensure compliance with cybersecurity, privacy, accessibility, records retention, and software licensing requirements.
  • Monitor emerging technologies, including artificial intelligence, automation, and cloud solutions, and recommend practical applications to improve service delivery.
  • Develop and mentor Managers, Product Managers, and technical professionals while fostering a collaborative and high-performing culture.
  • Ensure disaster recovery, business continuity, and operational resilience for critical City systems and services.

 

Requirements

You will have:

  • 4-year degree in Computer Science, Management Information Systems, Information Technology, or a related field. A Master’s degree is considered an asset.
  • Project Management Professional (PMP) designation, ITIL v4 and CISM certification required.
  • Minimum 10 years of progressively responsible experience in information technology, including at least 5 years in senior leadership roles.
  • 8 or more years of experience in application development, infrastructure, software & solution architecture support.
