Description:
The IT Department Manager serves as the senior lead for technology planning, cybersecurity, infrastructure, business systems, policy development, and operational effectiveness.
The position provides leadership to the IT Department while working collaboratively with Executive Leadership, managers, and departments to ensure technology supports the overall needs of the organization.
Key Responsibilities
Strategic Leadership
- Develop and implement the organization's short and long-term technology strategy and roadmap
- Provide recommendations and guidance to Executive Leadership regarding technology investments, priorities, and emerging opportunities
- Lead organizational technology initiatives and modernization projects
- Participate in corporate planning and operational decision-making processes
- Identify opportunities to improve organizational effectiveness through technology and innovation
Department Leadership and Supervision
- Lead and manage the IT Department and provide supervision, direction, coaching, and performance management for departmental staff
- Oversee workload planning, resource allocation, and departmental priorities
- Build and maintain a high-performing and service-oriented IT team
- Support employee development through mentorship and training opportunities
- Develop departmental goals, policies, standards, and procedures
Information Systems and Infrastructure Management
- Provide oversight of organizational networks, systems, servers, cloud technologies, telecommunications, and business applications
- Ensure systems remain reliable, secure, and operational across all OIBDC entities
- Lead major technology implementations, upgrades, and system integrations
Ensure business continuity and disaster recovery planning processes are in place and maintained Cybersecurity and Risk Management
- Lead enterprise cybersecurity practices and risk mitigation strategies
- Develop and maintain IT security policies, procedures, and standards
- Ensure protection of organizational systems, networks, and confidential information
- Monitor and respond to technology risks and cybersecurity threats
- Ensure compliance with privacy legislation and information management practices
Budgeting and Vendor Management
- Develop and manage annual departmental budgets
- Monitor technology expenditures and identify cost-effective solutions
- Negotiate and manage vendor contracts, service agreements, and technology partnerships
- Review and evaluate technology procurement opportunities
Organizational Support and Governance
- Work closely with departments and leadership to assess operational needs
- Develop reporting and performance measures for IT services
- Ensure documentation and governance processes are maintained
- Present updates and recommendations to Executive Leadership as required
Minimum Qualification Requirements
- Degree or diploma in Information Technology, Computer Science, Business Technology, or related discipline
- Minimum seven (7) years of progressive information technology experience
- Minimum three (3) years of leadership or management experience
- Equivalent combinations of education and experience may be considered

- Valid BC Driver’s License with satisfactory driver's abstract
