Change Management Consultant

We are looking for a highly skilled Senior Change Management Consultant to enhance data literacy across Ontario Public Service leadership and staff. Our ideal candidate has 5+ years of change management expertise, proven success developing organizational maturity models, and strong experience delivering executive training programs. They will excel in every phase—from stakeholder analysis and strategy development to training delivery, adoption tracking, and sustainment—building consensus and removing barriers to create a data-driven culture that treats data as a strategic asset.

Collaborating with data governance teams, executives, and professional staff, the consultant must design learning plans, measure adoption metrics, and align change activities with business priorities. The ideal candidate demonstrates deep knowledge of industry-standard change methodologies, adult learning principles, and data maturity frameworks. They must execute strategically, balancing resistance management with proficiency tracking to drive sustainable transformation across Labour and Transportation Cluster ministries.

This role develops data literacy products and maturity models to support government decision-making.

Change Management & Training Knowledge (50%)
 

  • 5+ years change management experience.
  • Assess/develop/implement organizational maturity models.
  • Business analysis for change needs/learning opportunities.
  • Develop business cases for change/training.
  • Assess training needs; develop curricula/communications; deliver executive training.
  • Lead/coordinate change management/training initiatives.
  • Provide advice/guidance/support on change/training.
  • Develop/manage training materials.
  • Apply recognized national/international change management/training standards.
     

Analysis & Problem Solving (25%)
 

  • Develop/track change management/training performance measures.
  • Policy research/analysis for training deliverables/change programs.
  • Identify resistance; proactively solve problems.
  • Collaborate with SMEs to evaluate change/learning opportunities.
     

Communication & Customer Service (15%)
 

  • Write change plans/training materials for technical/non-technical audiences.
  • Presentation skills (slide decks/visuals) for executives/front-line staff.
  • Collaborate with diverse technical/non-technical stakeholders.
     

Data Management, Governance & Maturity (10%)
 

  • Working knowledge of data management/governance/maturity best practices.
