Description:
Defence Construction Canada (DCC) is seeking a highly skilled Technical Specialist, Program Management to provide expert support in managing capital construction, operations, maintenance, and environmental programs. This role involves acting as a technical specialist and liaison for Client-Partners, coordinating multidisciplinary program activities and ensuring program delivery aligns with strategic and stakeholder requirements.
The Technical Specialist will work closely with multiple service lines within DCC, providing advice, managing program information, and supporting communication management. This position requires strong program lifecycle management capabilities, risk management, and a thorough understanding of program management best practices in the construction and environmental sectors.
Key Responsibilities:
Support development, management, and delivery of new and existing programs in partnership with Client-Partners.
Manage program lifecycle ensuring alignment with Client-Partner strategies and stakeholder needs.
Analyze, manage, and report detailed program data and metrics.
Facilitate communications with Client-Partners, DCC management, and employees regarding program status and issues.
Maintain effective relationships within DCC and externally with industry and stakeholders.
Ensure quality standards consistent with corporate and Client-Partner expectations.
Manage risk within program activities.
Prepare monthly status reports and support development of new capabilities and policies.
Perform other duties as assigned.
Skills and Knowledge Required:
Familiarity with best practices, methods, and legislation related to real property, environmental, and construction services.
Solid knowledge of program management industry standards and risk management principles.
Understanding of Client-Partner program management policies and procedures.
Education and Experience:
Minimum: College diploma in engineering, architecture, or a related field plus 5 years relevant experience, or equivalent.
Abilities:
Proficient with applicable computer software and operating systems.
Ability to apply program and risk management techniques effectively.
Development and Leadership:
Strong communication and interpersonal skills.
Ability to provide functional direction and advice to employees and Client-Partners.
Working Conditions:
Typical office environment with some routine travel required.
Occasional presence on construction sites; may require wearing basic safety equipment.

Security Clearance:
Must obtain and maintain minimum Reliability security clearance; some roles may require Secret clearance.
