Solution Planning Manager

 

Description:

Deloitte is seeking a Manager (Solution Planning) to join their Financial Crime & Program Integrity team. Based in Winnipeg, MB, this is a full-time hybrid role offering the opportunity to work with Canada's largest professional services firm and help the public sector enhance program integrity and prevent fraud, waste, and abuse.

The selected candidate will lead large-scale, complex projects that define and build innovative solutions to prevent financial crime in government systems. This includes working with technical experts, stakeholder groups, and government clients to shape system architecture, develop use cases, and drive strategy in areas such as fraud prevention and integrity risk management.

Key Responsibilities:

  • Lead projects to design and build risk-based processing systems using rules and analytics

  • Collaborate with stakeholders, subject matter experts, and multi-vendor teams to define end-to-end solutions

  • Develop high-level business expectations (e.g., capability models, strategic roadmaps, and end-state visions)

  • Evaluate current and future state capabilities for planning and implementing fraud detection tools

  • Guide product and system solution design in line with evolving program integrity risks

  • Build internal team capability and talent to support project delivery and long-term success

  • Oversee project timelines, quality, and budgets while proactively managing risks and communications

  • Act as a liaison between technical and non-technical stakeholders, ensuring alignment and understanding

Qualifications & Requirements:

  • Minimum 5+ years of experience in analytics, fraud prevention, or solution design

  • Bachelor's degree in Computer Science, Engineering, Mathematics, Statistics, Quantitative Finance, or related field

  • Experience in leading hybrid teams (technical and non-technical professionals)

  • Strong understanding of solution design, agile methodologies, and enterprise systems

  • Excellent presentation, communication, and stakeholder engagement skills

  • Experience working in or with the Canadian public sector is highly preferred

  • Eligibility for Government of Canada Secret Security Clearance is required

  • Bilingualism in French is an asset

Preferred Experience:

  • Previous consulting or client-facing background

  • Familiarity with fraud prevention architecture and tools

  • Demonstrated ability to lead in multi-stakeholder, multi-system environments

Compensation & Benefits:

  • Competitive annual salary: CAD 101000 – 169000 (equivalent to CAD 8417 – 14083/month)
