Senior Project Services Specialist

 

Description:

The Senior Project Services Specialist (SPSS) will play a crucial role in delivering medium to large-scale capital infrastructure projects for the Vancouver Fraser Port Authority (VFPA), Canada’s largest port. This term role (up to 4 years) is essential in providing senior leadership in project services within a matrix organizational structure, working closely with project managers, leadership teams, and internal departments.

Key Responsibilities:

  • Lead project services delivery in areas such as contract management, cost controls, planning/scheduling, and risk/quality management.

  • Oversee the collaboration, evaluation, and awarding of major contracts.

  • Advise on commercial and contract administration to ensure effective project execution.

  • Apply best practices in budgeting, forecasting, cost analysis, change management, and project reporting.

  • Create detailed business cases and financial models for major capital transactions.

  • Develop integrated project schedules and perform detailed schedule analysis including critical path and float management.

  • Deliver reporting and analytics for performance, cost variance, and scheduling.

  • Perform and facilitate project risk management including quantitative analysis using risk modeling tools (e.g., Monte Carlo simulations).

  • Ensure compliance with Quality Management Plans (QMP) and facilitate the resolution of non-conformances.

  • Interface with internal stakeholders to align with program quality and document control standards (e.g., Procore).

  • Occasionally visit construction sites; must have a valid BC driver’s license and access to a personal vehicle.

Requirements:

  • Bachelor’s degree in Business Administration or Engineering.

  • At least 5 years of relevant EPCC project experience, preferably on projects valued over $200 million.

  • Background in industrial sectors like oil & gas, mining, transportation, or power generation is ideal.

  • Strong commercial experience including contracts and procurement is preferred.

  • Advanced skills in Microsoft Excel and PowerPoint.

  • Experience with project control software such as Prism, Procore, Primavera P6, SAP, Oracle, and risk analysis tools like Primavera Risk Analysis or @Risk.

  • PMP or equivalent project management certification is an asset.
