Description:

The Pan-Canadian Pharmaceutical Alliance (pCPA) is seeking a Senior Negotiator to lead and manage negotiations on behalf of the organization. The pCPA brings together provincial, territorial, and federal governments to improve access to clinically useful and cost-effective medications. By leading collective negotiations, pCPA achieves significant savings for government drug plans, ensuring the best value for public healthcare investments.

As a Senior Negotiator, you will be responsible for strategic planning, coordination, and execution of negotiations with pharmaceutical manufacturers. You will also engage with key stakeholders, including public drug plans, healthcare professionals, and patient groups, to develop and implement effective negotiation strategies.

Key Responsibilities:

📌 Negotiations & Strategy Development

  • Lead or co-lead negotiations with pharmaceutical manufacturers on behalf of pCPA.
  • Develop negotiation mandates, objectives, and outcomes aligned with pCPA’s strategic direction.
  • Assist in shaping provincial and territorial negotiation strategies and standards.
  • Analyze financial systems, drug utilization, and market trends to support negotiations.
  • Provide expert recommendations on regulatory, contractual, and legal matters related to negotiations.
  • Identify internal and external issues impacting negotiations and develop solutions.
  • Drive effective project leadership, ensuring clear planning, execution, and resolution of challenges.
  • Support and recommend policy and program changes to enhance pCPA’s negotiation processes.

📢 Stakeholder Engagement & Communication

  • Act as a key liaison between manufacturers, patient groups, healthcare providers, and public drug plans.
  • Develop and implement stakeholder engagement strategies to facilitate issue resolution and policy development.
  • Prepare in-depth analysis, briefing documents, reports, and strategic recommendations for senior leadership.
  • Assist in preparing submissions, reports, and presentations related to negotiation outcomes.

🤝 Partnerships & Relationship Management

  • Consult with public drug programs, legal and financial experts, and government entities on contract negotiations.
  • Identify legal considerations and collaborate with legal counsel on contract modifications and funding agreements.
  • Establish strong collaborations with stakeholders, providing feedback on negotiation processes and best practices.
  • Stay updated on pharmaceutical industry trends and healthcare policies impacting negotiations.

Qualifications & Skills:

Education & Experience:

  • Bachelor’s degree in Business Administration, Finance, Accounting, Economics, Pharmacy, or a related field.
  • Minimum 5 years of experience in multi-party negotiations, preferably in healthcare or government settings.
  • Experience in procurement and regulatory affairs is an asset.
  • Prior experience in the healthcare, government, or regulatory sectors is preferred.

Technical & Analytical Skills:

  • Strong understanding of Canada’s pharmaceutical ecosystem and government processes.
  • Excellent research and analytical skills to support data-driven decision-making.

  • Exceptional oral and written communication skills.
  • Strong stakeholder engagement and negotiation abilities.
  • Ability to lead and build consensus across diverse teams.

📅 Job Type: Full-Time, Permanent
💰 Salary Range: $7,692 – $9,050 per month
