Position Summary

Reporting to the Manager, Digital Transformation, Architecture, and Planning, the Senior Full Stack Developer is responsible for the design, development, and maintenance of the City’s internal and external cloud-based communication, transaction, collaboration, and service delivery platforms.

Working under the Product Owner / Manager, this senior position contributes to setting standards for development, maintenance, architecture, and implementation strategies, and guides junior staff during project and product development.

Key Duties And Responsibilities

Uses expertise in system development methodologies and coding to design, develop, and maintain web-based applications using a variety of technologies.

Participates in strategic development and setting standards and technical architecture (including information architecture).

Provides expert analysis and feedback relating to the development and use of web technologies in meeting corporate objectives, improving external and internal communication and service delivery, and improving information and knowledge management.

Works with business units and external stakeholders to understand operational and informational needs and devise technology enabled solutions.

Provides operational support for production systems as required.

Qualifications,Competencies

Degree or diploma in Computer Science or Software Engineering, or a related program.

5 years of recent and related experience in systems development methodology and software application development in an organization with over 200 employees required. 7 years of recent and related experience preferred.

Web Application Development: proven experience building large‑scale, production web applications using modern JavaScript frameworks required, such as React or Angular. Experience integrating with multiple backend systems (e.g. payments, property, licensing, recreation) required.

Identity, Authentication, and Security: hands‑on experience with OAuth 2.0, OpenID Connect, and familiarity with SAML required.

Cloud & Platform Integration: experience building and deploying applications in cloud environments required, like Azure or AWS, including containerized deployments and environment separation.
