Stafingo is hiring for a leading public sector healthcare client in Ontario seeking an experienced Senior Business Analyst to support large-scale digital health transformation and patient-facing service initiatives.

This opportunity is ideal for a senior-level consultant with strong expertise in business analysis, business architecture, stakeholder engagement, digital service delivery, and executive communications within complex enterprise environments.

Role Overview

The successful candidate will support strategic digital transformation initiatives focused on enhancing public-facing healthcare services and improving digital access experiences for Ontario residents. The consultant will collaborate with executive leadership, operational teams, clinical stakeholders, communications groups, external vendors, and government partners to support discovery activities, requirements management, service analysis, governance, reporting, and continuous improvement initiatives.

This role requires someone who can translate high-level strategic direction into structured business analysis artifacts, executive-ready materials, and actionable requirements while supporting cross-functional coordination across multiple initiatives.

Key Responsibilities

  • Lead complex business analysis and discovery activities across enterprise digital service initiatives
  • Conduct stakeholder workshops, interviews, and requirements elicitation sessions with senior leadership, business teams, clinical stakeholders, communications groups, vendors, and external partners
  • Translate ambiguous or high-level concepts into clear and structured business artifacts including:
  • Business needs assessments
  • Problem statements
  • Concept papers
  • Option analyses
  • Current and future state documentation
  • Executive briefing materials
  • Develop and maintain comprehensive Business Requirements Documents (BRDs) and supporting requirements documentation
  • Apply business architecture methodologies to define:
  • Business capabilities
  • Service models
  • Operational workflows
  • Customer journeys
  • Cross-program dependencies and relationships
  • Support digital service governance activities, including quality review and oversight of public-facing content and service materials
  • Coordinate cross-functional review and approval processes involving internal teams, external partners, and government stakeholders
  • Prepare high-quality executive presentations, briefing notes, status reports, dashboards, and decision-support materials
  • Support change management and change request processes through impact analysis, documentation, and stakeholder coordination
  • Participate in continuous improvement initiatives through data analysis, reporting interpretation, and operational recommendations
  • Facilitate issue resolution and alignment discussions across business, product, operational, and vendor teams
  • Support reporting requests, analysis activities, and documentation deliverables for senior leadership and external stakeholders
  • Incorporate customer experience (CX) and user experience (UX) principles into analysis, requirements, and service improvement activities
  • Ensure all deliverables are accurate, accessible, well-structured, and suitable for executive and public-sector audiences

 

Required Qualifications

  • 10+ years of experience as a Business Analyst in large, complex, multi-stakeholder environments
  • Proven experience developing Business Requirements Documents (BRDs) from early-stage or abstract business concepts
  • Strong experience creating discovery and pre-BRD artifacts including:
  • Discovery summaries
  • Business needs assessments
  • Concept documents
  • Gap analyses
  • Option evaluations
  • Extensive experience with business architecture methodologies including capability mapping, service models, and process flows
  • Demonstrated experience supporting digital transformation and enterprise service initiatives
  • Strong knowledge of customer experience (CX) and user experience (UX) principles
  • Excellent communication and documentation skills with experience preparing executive-level briefing materials and presentations
  • Strong analytical, synthesis, problem-solving, and stakeholder management skills
  • Experience collaborating with cross-functional teams including business, operational, clinical, communications, and vendor stakeholders
  • Experience reviewing and governing public-facing digital content and service materials
  • Knowledge of privacy and compliance requirements within digital healthcare environments
