Regular Full-time Supervisor

 

Description:

Reporting to the Manager, Policy, Licensing and Business Services (P.L.B.), the Supervisor, Licensing Services (“Supervisor”) is responsible for managing the day-to-day operations of the City’s licensing programs which includes licensing, permitting, and registration administration and inspections. Responsibilities

As a member of the P.L.B. leadership team, the key duties of the Supervisor include leading a team of licensing and inspection staff who administer the issuance of business, vehicle-for-hire, property, pet, and lottery licences, permits and registrations. Additionally, the Supervisor oversees the processing of search of records requests and the registration of vital statistics (death records) with the Office of the Registrar General. This position is integral for ensuring the City’s Licensing Services delivers effective and efficient regulatory programs with exceptional customer service. Accordingly, the Supervisor is responsible for performance management, identifying staff priorities and directing work, staff training, and driving the modernization of the City’s licensing services.

 

 

Requirements

 

  • Completion of a three (3) year Diploma in Business/Office Administration or Public Administration, or equivalent combination of formal education and experience.
  • Minimum five (5) years of relevant municipal licensing, enforcement and inspection experience or equivalent combination and capacity, two (2) years of which must have been in a supervisory capacity.
  • Possess strong leadership experience and strategic thinking capability.
  • Demonstrated level of political acuity and critical thinking skills.
  • Demonstrated level of research and report and business writing expertise.
  • Demonstrated level of analytical, organizational and problem solving skills.
  • Must have excellent communication and customer service skills.
  • Expert-level knowledge of relevant by-laws that are administered by the Division and applicable provincial legislation (e.g. Municipal Act, 2001, Vital Statistics Act, 1990, Planning Act, 1990, Building Code Act, 1992, etc.).
  • Knowledge of information systems and database applications (e.g. Officer Enforcement, Oshawa Land Information System, City View, Lagan, and PeopleSoft).
  • An advanced level of proficiency in Microsoft Office Suite (Word, Outlook, Excel, Power Point, Project, Visio and Access) and Business Intelligence Software, Adobe Acrobat, and having an excellent comprehension of the use of computers and standard software is essential.
  • Masters Degree in Public Administration or Business Administration is an asset.
  • Certification with A.M.C.T.O. and/or with Lean/Six Sigma methodologies is preferred.
  • Certification as a: Municipal Manager (C.M.M.), Municipal Law Enforcement Officer (M.L.E.O. (C)) and Property Standards Officer (C.P.S.O.), Project Management Professional (P.M.P.) is preferred
  • Possess and maintain an unrestricted Ontario Driver’s Licence (minimum Class “G”) in good standing.
