Role Overview:
The Director leads the Council and Administrative Services Division, overseeing strategic, financial, and administrative functions including Council support, lobbyist registry, privacy and information management, licensing and by-law enforcement, provincial offences court administration, municipal elections, and automated enforcement programs.
Key Responsibilities:
Supervise managers and an administrative assistant across various functional areas
Ensure efficient use of resources and lead continuous improvement/change management
Provide strategic advice and support to senior management, Regional Chair, and Council
Oversee Council meeting agendas, statutory notices, closed session attendance, and procedural advice
Act as Municipal Clerk performing statutory duties including signing official documents, by-laws, and Council decisions
Monitor legislative changes and ensure compliance and training across the corporation
Manage lobbyist registry and liaise with Integrity Commissioner
Direct corporate information management, privacy compliance, and appeals under MFIPPA
Conduct municipal elections and by-elections; serve as Returning Officer
Oversee corporate ombuds services and complaint resolution
Prepare and manage divisional and court administration budgets (~$10M)
Interface with provincial Ministries, tribunals, lawyers, municipal staff, and boards
Handle escalated issues relating to licensing, enforcement, FOI requests, media, and public inquiries
Bachelor’s degree in a related field (public administration, law, local government) plus senior government management experience
Accredited Ontario Municipal Clerk certification or eligibility
Membership in the Association of Municipal Clerks and Treasurers of Ontario
Expertise in municipal government statutes, parliamentary procedures, and relevant legislation (Municipal Act, MFIPPA, Municipal Elections Act)
Strong political acumen, strategic thinking, and continuous improvement skills
Ability to analyze complex information and provide leadership with incomplete or contradictory data
Knowledge of legal and complaint resolution processes
Strong negotiation, public relations, relationship management, and presentation skills
Cultural competence and commitment to diversity, equity, and inclusion
Ability to lead transformative change aligned with leadership vision
Capability to prepare and interpret municipal reports, by-laws, minutes, and resolutions
Flexibility to work evenings and weekends for Council meetings and emergencies
