Project Engineer

 

Description:

This position performs professional engineering work related to municipal water &sewer and environmental projects, including providing project management and supervising staff.

Duties & Responsibilities

  • Develops strategies to manage soil inventory, including options for removal of excess inventory and handling of impacted soils.
  • Conducts siting and operating studies and environmental investigations, including preparing reports and making recommendations.
  • Manages the planning, design, and construction of soils handling capital projects within the City of Saskatoon. Prepares technical charters and projects plans that follow project management best practices.
  • Coordinates with internal civic departments, regulatory agencies, and utility companies on the planning, design, and approval of construction projects.
  • Prepares preliminary and detailed cost estimates for budgeting and approvals.
  • Coordinates with an internal project team consisting of survey, drafting, and engineering technicians to develop detailed construction drawings, material selections, technical specifications, contracts, and procurement documents.
  • Reviews contractor quotes or proposals for compliance with specifications, schedules, and budgets.
  • Manages contractors to confirm projects are following the contract standards, specifications, and regulations while also ensuring delivery within the project budget and schedule.
  • Ensures constant and effective communication between all project stakeholders including civic staff, contractors, regulators, the public, and municipal politicians as required.
  • Performs regular on-site quality and safety audits throughout construction.
  • Provides detailed status reports on project finances, schedules, quality assurance, and compliance with Occupational Health and Safety requirements.
  • Investigates, evaluates, and recommends new or alternate technology or construction methodologies.
  • Assists with internal process improvement initiatives as required.
  • Supervises and trains technical support staff. Develops standard operating procedures and works with operations staff to implement them.
  • Performs other related duties as assigned.

Qualifications

  • Degree in civil, environmental or geotechnical engineering.
  • Four to six years’ progressively responsible engineering experience in design and construction in the environmental or geotechnical field.
  • Registered as a Professional Engineer by the Association of Professional Engineers and Geoscientists of Saskatchewan.
  • Possession of a valid Saskatchewan Class 5 Driver’s Licence.
  • Current driver’s abstract from SGI demonstrating a safe driving record.
  • A vehicle suitable for use in the performance of duties is required
  • Ability to analyze, evaluate, and prepare a wide variety of reports, plans and specifications.
  • Ability to lead, manage and participate in all phases of engineering projects.
  • Ability to communicate effectively, orally and in writing.
  • Ability to establish and maintain effective working relationships with staff, contractors and the public.
  • Ability to plan, direct and supervise the work of support staff.
  • Skill in the operation of a computer with word-processing and spreadsheet software.
  • A background in construction management is considered an asset.
