Program Planning & Analysis

 

Description:

  • Manages data input and tracking of project information including resources, assigned costs, etc. for all capital and connections work
  • Ensures that available construction resources are utilized in the most efficient manner possible given project requirements and staff availability
  • Provides input to the Manager Program Planning and Execution on overall program achievements and risks in the given area or responsibility
  • Monitors project status to enable delivery within time and cost targets and to the appropriate quality standards
  • Prepares, analyzes and presents and reports on resource allocations, planning, and expenditures
  • Conducts variance analysis and exception reporting to identify and troubleshoot problem areas
  • Assists in the development and implementation of the project controls manual, including integrated systems and processes for project data collection, storage and reporting
  • Monitors performance of projects and recommends improvements to process maps, procedures, work instructions and templates
  • Performs scheduled software updates and administration tasks to maintain optimal performance
  • Liaises with internal and external stakeholders to communicate project progress, obtain relevant project information, address inquiries, etc.
  • Facilitates meetings with peers in Construction and Engineering to review project successes and opportunities in order to continually improve program results
  • Provides technical expertise in the planning, design and implementation of projects and key initiatives
  • Identifies opportunities to streamline or automate processes to continuously improve execution and service delivery
  • Ensures compliance to legislative, regulatory and Health & Safety policies, procedures and standards
  • Performs other duties as assigned

Education:

  • Bachelor’s degree or diploma in Business administration, Technology or recognized equivalent
  • Project Management Professional (PMP) certification an asset
  • Business Analysis experience
  • Must hold and maintain a valid class “G” driver’s license

Specialized Knowledge:

  • Proficiency with MS Office applications
  • Proficient in the use of project management software- Oracle Primavera an asset
  • The ability to understand and monitor project scope and requirements in the utilities industry

Experience:

  • 3 years planning and scheduling or quality control experience in a production or similar environment
  • Experience in the preparation, implementation and maintenance of Master Schedules that align with management reporting requirements
  • Previous experience with an ERP system is highly desired
  • Experience in a unionized utility environment an asset

Skills/Abilities/Competencies:

  • Solid problem-solving and analytical skills with the ability to provide practical and/or innovative solutions to complex technical issues
  • Strong written and presentation skills, with the ability to explain technical information in an organized and concise way
  • Ability to plan, prioritize and execute multiple projects and initiatives within established timelines
  • Ability to build and maintain collaborative working relationships with internal and external stakeholders
