Description:

Defence Construction Canada (DCC) is creating a candidate pool for Program Leaders to support large, complex, and high-risk construction and infrastructure programs across Canada. Program Leaders manage a team of professionals, including team leaders, to deliver services to Client-Partners, ensuring quality, timeliness, and compliance with project and program objectives. This is a bilingual mandatory role (English and French), requiring candidates to meet security clearance standards.

Key Responsibilities:

  • Support the Site Manager in developing and managing the business unit’s financial aspects, budgets, and KPIs.

  • Lead development and delivery of services, ensuring cross-service line integration.

  • Manage large and complex projects/programs, contracts, quality assurance, budgets, and schedules.

  • Provide technical direction and conduct quality control of consultant and contractor deliverables.

  • Manage service line integration, risk, and Client-Partner relationships.

  • Promote business development opportunities and contribute to regional/national objectives.

  • Lead and supervise staff, providing coaching, mentoring, and performance management.

  • Conduct public consultations, presentations, and respond to audits.

Requirements:

  • Education: University degree in construction, engineering, architecture, environmental services, or related field.

  • Experience: At least 6 years of relevant work experience.

  • Preferred: Professional certifications or specialized knowledge in DCC service lines.

  • Skills: Strong leadership, project management, contract management, financial management, and risk management expertise.

  • Other: Must obtain and maintain Secret-level security clearance.

Working Conditions:

  • Primarily office-based with occasional travel.

  • May involve visits to construction sites with basic safety equipment.
