Program Leader

 

Description:

Defence Construction Canada (DCC) is building a talent pool for future Program Leader positions. Program Leaders manage teams at project sites, including team leaders, contractors, consultants, and other stakeholders, ensuring projects are delivered on time, within budget, and in line with DCC and Client-Partner expectations. The Program Leader will oversee operations of large and complex projects, monitor project activities, manage human resources for the team, and develop creative solutions for effective service delivery.

Key Responsibilities:

  • Develop and manage financial aspects of the business unit (budgets, KPIs, financial reporting, resource allocation).

  • Lead service delivery across multiple service lines, including integration and collaboration.

  • Manage large, complex projects/programs, including contracts, schedules, and staff oversight.

  • Provide technical guidance and quality assurance on deliverables from contractors and consultants.

  • Develop and maintain effective relationships with DCC, industry partners, and Client-Partners.

  • Support regional and national objectives, including business development.

  • Perform human resources functions such as coaching, mentoring, resource planning, and performance management.

  • Conduct public consultations, presentations, and respond to audits as required.

Qualifications & Skills:

  • University degree in construction, engineering, architecture, environmental services, or related field.

  • Specialized knowledge or certification in one or more DCC service lines is preferred.

  • Proficient in computer software and operating systems.

  • Strong leadership, communication, and human resources management skills.

  • Familiarity with health and safety management practices.

Security Requirement:

  • Secret security clearance required (Reliability clearance minimum 5 years of verifiable background, Secret clearance 10 years).
