Description:

This position will be a resource for over 300 practicing engineers and geoscientists at the City and will use their expertise to support the APEGA Professional Practice Leader (PPL) and Deputy Chief Operating Officer (DCOO) in providing guidance and direction in the practice of engineering and geoscience from a legislative and process perspective. This position will be accountable for creating relationships with, and the understanding of, each area within the City that is practicing engineering or geoscience to identify current state, gaps and opportunities for improvement in their process, practices, documentation, and professional work products.

PEG Quality Management System Stewardship

  • Ensure the continuous maintenance and development of the PEG QMS (Quality Management System) and its implementation across all areas of the City.
  • Develop and maintain annual actions plans and key performance indicators
  • Establish and maintain the PEG Quality Council (QC) as defined in the QMS.

Procedure Development and Management

  • Review and revise the main QMS SOPs and develop new PEG Standard Operating Procedures (SOPs), Works Instructions (WIs), or Technical Memos (TMOs) alongside the PPL and Deputy COO and manage peer review meetings to ensure alignment to all regulations, standards and codes.
  • Contribute to the design, implementation and continuous improvement of project and engineering processes and practices
  • Ensure appropriate area guidelines and SOPS for specifications and standards are developed and used
  • Develop and maintain engineering knowledge and awareness of updates to standards, guidelines, and policies.

Training and Compliance Oversight

  • Develop and disseminate training, courses, assessments and communications related to SOP’s, processes and procedures.
  • Develop and steward internal practice review plans.
  • Develop and implement a communication plan to ensure all professional members and support staff are aware of the QMS requirements and associated procedures
  • Provide direction to Responsible Members (RMs) and Licenced Professionals (LPs) across the corporation.
  • Oversee various Technical Document Management Systems, PWP Repositories, Standards Libraries, and workflows related to PEG practice.

Qualifications :

  • Bachelor's Degree in Engineering or Geoscience
  • 7 years of professional experience, including 4 as Member in Training
  • Must be a Professional Engineer (P.Eng) registered with APEGA
  • Additional training in ISO/QMS or Project Management is an asset
  • Demonstrated understanding and adherence to all APEGA regulations and standards
  • Experience within a municipal or other large institutional environment is an asset
  • Excellent communication (written and verbal), organisational, time management, problem solving, interpersonal, relationship building and customer service skills are required
  • Strong conflict resolution and negotiation skills
  • Broad familiarity with PEG Practice, Professional work, and regulatory requirements
  • Ability to analyze complex information and provide timely recommendations to PEG LPs and Practice Office leadership
  • Leadership experience in projects, technical teams, or other supervisory experience is an asset
  • Skilled with Google Workspace (Gmail, Docs, Sheets, Calendar, etc.) or related Microsoft Office products
  • Experience with SAP, Peoplesoft, or other enterprise project management, accounting, procurement, or document management software is an asset
  • Knowledge of contract law, City of Edmonton standards, or methods of procurement is an asset
