Université Laval, a prestigious institution located at the heart of Québec City, is seeking a Conseillère ou Conseiller en Approvisionnement (Procurement Advisor) to join its dynamic and innovative Service des Finances within the Direction adjointe Approvisionnement. This position offers the opportunity to play a vital role in a wide range of exciting projects—from cutting-edge research initiatives and advanced technological solutions to innovative construction and sustainable procurement practices.
As a Procurement Advisor, you will contribute to the strategic planning of acquisitions, ensure the review and analysis of procurement requests, manage supplier selection, and oversee the coordination of public tenders and contract administration in compliance with applicable laws, regulations, and policies. You will also negotiate with both local and international suppliers, ensuring transparency, integrity, and compliance throughout the procurement process.
Develop and implement strategies that promote responsible procurement of goods and services in alignment with the university’s sustainability goals.
Advise and guide internal departments on procurement processes while ensuring sound risk management and compliance with legal frameworks.
Lead and facilitate working groups and committees throughout the tendering process.
Prepare, review, and manage contracts, tender documents, and supplier evaluations.
Conduct market analysis and prepare comprehensive reports and recommendations.
Ensure adherence to the Loi sur les contrats des organismes publics and the Université Laval’s Procurement Policy.
Participate in continuous improvement projects and contribute to optimizing procurement procedures.
University degree (Bachelor’s level) in a relevant field.
Minimum of three (3) years of relevant professional experience in procurement or contract management.
Strong knowledge of procurement principles and public contract management (a test will be required).
Proficiency with Microsoft Office 365 (Word, Excel, Outlook, PowerPoint, Teams, SharePoint, etc.).
Excellent command of English and French, both written and spoken (tests required).
Familiarity with Loi sur les contrats des organismes publics and the Système électronique d’appel d’offres (SEAO) of Quebec.
Knowledge of PeopleSoft, Power BI, Alteryx, or other data analytics and automation tools.
Understanding of the construction, technical, or scientific fields.
Prior experience within a university or public organization is an advantage.
