Description:
The Planning and Development Officer plays a crucial role in overseeing and administering the municipality's Development Plan and Zoning By-law in compliance with the Planning Act, Municipal Act, and related municipal bylaws. The role involves managing large-scale development projects such as multi-lot subdivisions, multi-family, and mixed-use developments from the application stage through to construction. The ideal candidate will have a university degree in planning, public administration, or a related field, though equivalent experience in land use planning or development will also be considered.
Key Responsibilities:
Administer the Development Plan and Zoning By-law as required by relevant legislation.
Process planning applications including conditional uses, variance orders, and development permits.
Handle initial planning inquiries (phone calls, emails, and walk-ins).
Oversee the preparation and mailing of public hearing notices and coordinate publication in local media and on the Municipal website.
Prepare reports to Council and provide recommendations on subdivisions, by-law amendments, variance orders, and conditional use applications.
Manage large development projects from the application stage to construction.
Prepare Council Meeting agendas and provide support at Council and Planning Committee meetings.
Coordinate with the building department on zoning and land use reviews for building permits.
Other duties as assigned.
Qualifications:
University degree in planning, public administration, or a related field (equivalent experience will also be considered).
Minimum 3-5 years of direct planning & development experience, ideally in a municipal setting.
Working knowledge of GIS and its applications in planning.
Proficient in Microsoft Office Suite and Adobe InDesign (optional).
Strong written and verbal communication skills.
Ability to interpret and apply municipal by-laws and provincial legislation.
Bilingual (English and French) is an asset.
Valid driver’s license and willingness to travel for meetings.
