Description:
- Establish and maintain influence to build and leverage relationships to lead teams both directly, and indirectly towards a common strategic goal
- Utilize influence to drive change, build cohesive, high performing teams and successfully implement corporate and departmental strategic plans
- Liaise and coordinate with the corporate Strategy Innovation and Performance Branch to ensure alignment with strategy and initiatives
- Ensure that effective performance measurement for both departments, through the Enterprise Performance Management program, is established and monitored
- Lead the deployment of the business model, including improvements and enhancements
- Collaborate and assist in the proper identification of risks, the assessment and prioritization of risks, and mitigation of risks
- Lead the integrated business planning and help coordinate action planning processes with the departments and as established through the corporate strategic planning framework.
- Implement corporate processes and tools to support risk management
- Participate in the development and implementation of a Business Process Improvement Framework
- Ensure alignment with corporate, departmental and branch strategies
- Provide strategy, advice, expertise and facilitation to the department, branches and sections
- Create and implement teams, plans, analysis and solutions to implement priorities
- Assist in the development, execution, alignment, and performance of various business initiatives related to continuous improvement and innovation
- Oversee research and environmental scanning activities
- Research, develop, and initiate short-term and long-term goals and objectives for continuous improvement within the department.
- Develop and deliver annual work plans for the unit outlining scope, schedule, resource plan and budget
- Maintain, develop and promote effective relationships and communication with internal and external stakeholders
- Lead, establish and exemplify the desired culture
- Demonstrate accountability, and establish the ability to hold others accountable
- Ensure employees are empowered, have the competencies, and are well equipped to perform their roles
- Manage employee issues and disciplinary actions and processes
- Exercise a degree of judgment and discretion while working with confidential, urgent, and sensitive issues are all essential to success in this role
Qualifications :
- Bachelor's Degree or Diploma in Business Administration, Economics, Public Administration, Information Systems, Computing Science or a related discipline. An MBA or other Masters Degree in a related field would be considered an asset
- Certification or coursework/training in strategic planning, public administration, project management, change management, data governance/management, service design, or other leadership training would be an asset
- A minimum of seven (7) years progressively responsible experience in a leadership role within a large, complex organization
- Demonstrated experience creating environments that provide and enable data-driven leadership
- Demonstrated experience leading and managing change, building organizational talent, and empowering resources to achieve outcomes
- Experience managing multi-disciplinary teams accountable for large, politically sensitive and complex projects and processes in a fully integrated system
- Demonstrated leadership and team building skills
- Experience implementing complex program, process, and system changes
- Ability to stay abreast of emerging technologies and best practices
- Project management skills with demonstrated ability to establish, direct, and motivate staff to deliver work in a timely manner
- Experience developing and implementing complex plans and processes across diverse lines of business
- Excellent verbal communication and interpersonal skills, with an ability to interact well with a diverse group of leaders, colleagues, staff, and citizens
- Demonstrated ability and willingness to develop strong relationships and work in a collaborative, integrated manner
- Human Resources including recruitment, coaching, performance development and management, and conflict resolution
- Ability and willingness to delegate and empower others
