Payroll & HR Specialist Responsibilities
Payroll Administration
- Process semi-monthly employee payroll, bi-weekly member benefit program payments, and monthly Board and Committee payroll.
- Administer employee benefits, RRSP contributions, payroll deductions, and accruals.
- Prepare payroll reconciliations, journal entries, and year-end reporting, including T4s and T4As.
- Ensure compliance with CRA requirements and applicable legislation.
- Respond to payroll inquiries in a confidential and timely manner.
Human Resources Administration
- Maintain employee records, HR systems, and employment documentation.
- Support recruitment, onboarding, and offboarding activities.
- Coordinate employee leave tracking, benefits administration, and HR communications.
- Assist with performance management processes and employee records management.
Policy, Compliance & Employee Support
- Support compliance with employment standards and organizational policies.
- Assist with the development and maintenance of HR policies and procedures.
- Provide guidance on HR policies, practices, and workplace processes.
- Maintain the confidentiality and integrity of employee information.
Benefits, Reporting & Organizational Support
- Administer group benefits programs and liaise with service providers.
- Support employee wellness initiatives and programs.
- Prepare reports and documentation for leadership and regulatory requirements.
- Participate in special projects and continuous improvement initiatives related to HR and organizational development.

Requirements
- Diploma or degree in Human Resources, Business Administration, Accounting, or related field
- PCP (Payroll Compliance Practitioner) designation or working toward certification is an asset
- 3 – 5 years of experience in payroll and HR administration
- Experience in a non-profit environment is considered an asset
- Strong knowledge of Canadian payroll legislation and CRA requirements
- Familiarity with Manitoba Employment Standards and HR best practices
- Proficiency in payroll and HRIS systems
- Strong attention to detail and high level of accuracy
- Excellent organizational and time management skills
- Ability to handle sensitive information with discretion and confidentiality
- Strong interpersonal and communication skills
- Ability to work independently and collaboratively in a small team environment
