Provincial Health Services Authority (PHSA) is seeking an experienced and detail-oriented Analyst, Payroll Accounting and Benefits to join their Payroll department in Burnaby, BC. This full-time, hybrid role plays a crucial part in managing and improving payroll accounting and employee benefit processes across PHSA’s extensive network.

Key Responsibilities:

  • Ensure accurate and timely processing of payroll remittances and reporting functions.

  • Review and enhance work processes for benefits administration, ensuring compliance with policies, collective agreements, and government standards.

  • Provide financial analysis to support payroll system-generated reports used by Finance, Ministry of Health (MOH), and other stakeholders.

  • Identify process inefficiencies, recommend corrective actions, and support staff training to mitigate issues.

  • Lead documentation and standardization efforts for benefit processes and collaborate with cross-functional teams for process improvements.

  • Prepare comprehensive reports by extracting data from various systems to aid in operational decision-making and accountability requirements.

  • Oversee benefit rate adjustments, liaise with multiple departments, and participate in system testing.

  • Support financial period reporting, including reconciliations and trend analysis.

  • Contribute to initiatives for innovation and optimization within payroll and benefits, keeping informed of industry best practices and legislation.

  • Manage payroll-related projects and provide mentorship and leadership within the team.

Qualifications Required:

  • Bachelor’s degree in a relevant discipline.

  • Payroll Compliance Practitioner (PCP), Certified Payroll Manager (CPM), or professional accounting designation (CMA, CGA, CA).

  • At least five years of relevant experience in payroll, including a supervisory role.

  • Strong understanding of the CICA Handbook and CRA requirements.

  • Proficiency in business process improvement and financial systems.

  • Excellent analytical, problem-solving, and leadership skills.

  • Strong organizational abilities with a proven track record of meeting deadlines in a fast-paced, multi-payroll environment.

Skills and Knowledge:

  • Exceptional communication, interpersonal, and supervisory capabilities.

  • Familiarity with reconciliation, forecasting, payroll systems, and benefit analysis.

  • Demonstrated commitment to equity, inclusion, and Indigenous reconciliation, with knowledge of TRC, the Declaration Act, and related frameworks.
