Description:

As the Manager Financial Services, you will report to Director of Business Risk Management providing support to the Nova Scotia Crop and Livestock Insurance Commission (NSCLIC) and Programs areas. You will provide analytical, financial and administrative support for the programs and services offered through NSCLIC, the Sustainable Canadian Agricultural Partnership and provincial funding programs. This position is accountable for budgetary, revenue, operational and capital expenses in accordance with Public Sector Accounting Standards as well as organizational, departmental and provincial policies, regulations and procedures.

Primary Accountabilities

As the Manager, you will:

  • Contribute to the effective management and development of appropriate accounting policies and internal controls for federal/provincial funding agreements.
  • Provide managerial oversight over funding programs and the Crop Insurance fund ensuring adherence to accounting standards, and development and implementation of policies and procedures for effective collection of premiums and disbursement of indemnity payments.
  • Complete financial program claims to federal government for payment on cost shared programing, in compliance with the program agreement, while maintaining audit sound internal records.
  • Work closely with Department of Finance staff, and financial statement auditors on the preparation of annual financial statements for NSCLIC as well as other periodic performance or financial audits requested by the province or federal funding partners.
  • Identify, recommend, improve and implement processes, systems and procedures.
  • Develop and monitor service standards, practices and mechanisms that lead to continuous improvement of functions and services.
  • Provide financial advise, reports, statistics and recommendations to the Boards of Directors of the NSCLIC and Senior Leadership within the Department.
  • Develop and / or deliver plans for financial system improvements.
  • Ensures the effective management of human and financial resources.

About You

This may be the right opportunity for you if you have a bachelor’s degree in business administration or commerce along with a professional accounting designation (CPA, CA, CMA, CGA), and a minimum of 5 years of management and supervisory experience. An acceptable equivalent combination of training and experience may be considered. To ensure your success within this role, you will:
