Reporting to the Director, Business Strategy and Planning , the incumbent provides the service with leadership in the sound management of its financial resources. They establish, improve and update the service’s financial management framework, including monitoring and controlling financial activities. The Manager provides guidance, training, expert advice, support and recommendations to management and other members of the service in relation to financial management.

In this role, your responsibilities will include:

  • Financial Management: Plans and coordinates the budgeting process, conducts analyses and issues budget forecasts. Ensures that funds are available and recommends appropriate measures to members of the faculty or service. Ensures that the Faculty or Service complies with the financial policies, administrative procedures and guidelines of the University and funding agencies to ensure the sound management of the faculty or service’s finances.
  • Reporting and Financial Tool Design: Creates and manages complex financial reports and analytical tools such as dashboards, performance and quality control indicators, and costing models to support decision making and ensure the faculty or service’s financial resources are managed in a consistent and efficient manner.
  • Resource Planning: Works with management to set short-, medium- and long-term planning objectives, budget priorities and financial strategies for faculty budgets, including special programs and projects. Plans, coordinates and conducts complex financial studies and analyses to make recommendations to management.
  • Communication and Liaison: Develops, implements and maintains effective communication channels with all members of the faculty or service when it comes to internal financial operations, procedures and processes to ensure that financial transactions and financial reports are consistent and comprehensive. Liases with central administration in order to respond to external auditors’ requests. Serves on various committees and working groups in order to share useful information and help improve university policies, procedures and financial processes.
  • Policies and Procedures: Develops and implements new work processes, procedures and methods, and modifies existing ones, for all members of the faculty or service to improve operational efficiency and ensure that financial operations comply with the policies, guidelines and laws governing the University.

What you will bring:

  • University degree in accounting, finance or business administration, or an equivalent combination of education and work experience.
  • Minimum seven years of demonstrated experience in a similar role.
  • Professional accounting accreditation an asset.
  • Knowledge of business administration processes and practices, including financial planning and budgeting.
  • Knowledge of financial planning principles, policies, procedures and practices.
  • Knowledge of legal and fiscal provisions, as well as compensation-related regulations and procedures.
  • Thorough knowledge of the administrative structure and governance of a large organization (preferably in a university setting) an asset.
  • Experience supervising teams.
  • Experience working in an environment with multiple labour unions an asset.
  • Autonomy and discretion.
  • Critical and analytical thinking.
  • Knowledge and experience using computer systems and software such as Windows, financial systems, spreadsheets, databases, the internet and email.
  • Bilingualism – English and French (spoken and written).
