Description:

The Vancouver Fraser Port Authority (VFPA), Canada’s largest and most diverse port, is seeking a Manager, External Communications to lead and implement strategic communication initiatives that support the organization's external engagement goals. As a key figure within the External and First Nations Relations team, this role is instrumental in maintaining public trust, promoting transparency, and strengthening the Port’s relationship with communities, stakeholders, Indigenous groups, and media partners.

The successful candidate will manage a skilled communications team responsible for issues management, media relations, public engagement, executive messaging, and outreach related to major infrastructure projects. The position requires a high level of strategic acumen, a strong grasp of external communication best practices, and the ability to influence narrative in a fast-paced, dynamic, and diverse environment.

Working in a hybrid setup from the VFPA’s waterfront offices in Vancouver, you will represent one of the most significant gateways for Canadian trade. Your work will support both the Port's public profile and its ability to engage meaningfully with the public on critical environmental, operational, and infrastructure-related matters.


Key Responsibilities:

  • Lead and guide external communications strategies with a focus on transparency, responsiveness, and stakeholder engagement

  • Provide strategic counsel across departments to align messaging with the Port’s values and strategic direction

  • Manage media relations, including responding to inquiries, assessing opportunities, and preparing spokespeople for interviews

  • Develop compelling narratives and content tailored for diverse audiences and platforms

  • Oversee communication plans related to major infrastructure projects, ensuring public engagement meets environmental and regulatory requirements

  • Manage crisis communications and support issues management initiatives

  • Ensure public and Indigenous communities are informed and consulted on port-related activities, mitigating impacts and responding to feedback

  • Coordinate with departments to craft high-impact executive messaging and presentations for key stakeholders

  • Lead a team of communications professionals, fostering a culture of excellence, collaboration, and continuous development


Key Requirements:

  • Bachelor’s degree in communications, political science, or a related field

  • Minimum 5 years’ experience in a senior communications role, preferably within a public sector or agency environment

  • Proven track record in managing complex communication portfolios including media relations, issues management, and stakeholder engagement

  • Strong leadership and interpersonal skills with experience managing and developing teams

  • Excellent writing, editing, and presentation skills, with the ability to translate complex ideas into accessible messages

  • Ability to work under pressure, manage multiple priorities, and respond effectively in time-sensitive situations

  • Experience collaborating with Indigenous communities and familiarity with public infrastructure or regulatory environments is an asset


Working Conditions:

  • Full-time, permanent position

  • Hybrid work model (office-based in Vancouver with remote flexibility)

  • May require occasional evening/weekend work

  • 24/7 availability during emergencies may be expected
