Description:
The Lansdowne 2.0 redevelopment project is one of Ottawa’s largest, most complex capital projects, involving a new event centre (6,600 seats), 12,400 north-side stands, multipurpose spaces, and extensive public realm improvements. The Program Manager leads and oversees all planning, design, construction, and delivery activities for the multi-year capital program.
The role includes supervising a multidisciplinary team, managing project lifecycles, ensuring compliance with municipal policies and legislation, and aligning work with strategic goals set by Council. Responsibilities span budget oversight, strategic and operational planning, resource management, stakeholder collaboration, and ensuring successful execution of major construction and redevelopment initiatives.
Manage all services related to planning, design, construction, and project delivery for Lansdowne 2.0
Lead a multidisciplinary team of project managers and technical staff
Ensure project goals, policies, and legislative requirements are met
Oversee planning, budgeting, reporting, and capital program management
Supervise operating and capital budgets, HR functions, consultant and vendor management
Ensure integration of event, commercial, and residential components in large-scale redevelopment
Provide architectural, engineering, and construction-related strategic expertise
Maintain strong relationships with internal and external stakeholders
Support strategic and operational planning within the Directorate
Bachelor’s degree in Engineering (structural, electrical, mechanical, civil), Architecture, or equivalent
Minimum 8 years of experience in planning, design, and construction project management
Minimum 5 years of experience specifically in construction project management
Proven experience in HR, budget oversight, capital management, consultant/vendor management
Experience with SAP
PMP (asset)
LEED AP (preferred)
Professional Engineer (ing.) – OIO or Architect – OAO, or ability to obtain within employer-defined timeframe
Methods and practices in planning, design, construction; relevant national and provincial codes
Ontario Building Code, Accessibility Standards, OHSA, Fire Code, LEED, Environmental Assessment Act
Project management principles, cost control, reporting for large multi-year capital programs
RFQ, RFP, tendering, procurement processes ensuring transparency & fairness
CAD software, project management systems, scheduling tools, MS Office suite
Report writing, briefing notes, public consultation protocols
Modern construction materials, methods, CCDC documents
HR and financial operational practices
Occupational health & safety legislation and safe-work practices
Leadership competencies required by City of Ottawa
Essential behavioural competencies aligned with City values
Strong project management, communication, stakeholder engagement
Ability to manage complex, multi-phase, multi-stakeholder capital programs
Language: English – spoken, read, written
Driver’s License: Valid Ontario Class G (or equivalent), max 6 demerit points
Equivalent experience may substitute for formal education
