Description:

The City of Richelieu is hiring a qualified and visionary Director of Public Works to oversee and manage all operations within its public works department. Reporting to the City Manager, the selected candidate will plan, organize, direct, and supervise operations in areas including parks and green spaces, buildings, equipment fleets, and municipal infrastructure such as roadways. This key leadership role involves the implementation of strategic plans and ensuring the department's productivity and cost-efficiency through short-, medium-, and long-term planning.

Strategic Planning Responsibilities:

  • Participate in defining the City's strategic vision.

  • Ensure all departmental actions and decisions align with the City's broader strategic goals.

  • Define departmental strategic direction in alignment with the City’s values and priorities.

Operational Management:

  • Develop the annual operations plan in collaboration with other municipal services.

  • Plan and monitor the work of external contractors, ensuring deadlines, quality, and contractual compliance.

  • Approve street and roadwork plans, specifications, and permits.

  • Oversee the coordination and productivity of internal teams and use of machinery.

  • Recommend purchases or rentals of equipment based on the allocated budget and manage the fleet replacement program.

  • Improve internal processes, procedures, and policies to align with current standards and increase efficiency.

  • Prepare and submit necessary reports and documentation.

  • Participate in municipal committees related to public works.

  • Monitor industry practices and innovations to maintain cutting-edge operations.

  • Ensure public works-related emergency measures are in place and functional.

  • Ensure consistency and clarity in communication within the department.

Human Resource Management:

  • Lead, supervise, and engage staff in accordance with policies, procedures, and collective agreements.

  • Foster a healthy, safe, and inclusive workplace culture.

  • Identify training and development needs for team members.

  • Participate in hiring, onboarding, and training of new staff.

  • Conduct performance evaluations and handle disciplinary procedures when needed.

  • Communicate important management updates through team meetings.

  • Support collective agreement negotiations if required.

  • Represent the City as an employer of choice and uphold its brand image.

Financial and Material Management:

  • Prepare the department's budget in cooperation with senior management and the Finance Department.

  • Manage operational budgets and ensure financial controls are in place.

  • Submit grant applications and track progress or follow-ups as required.

Customer and Community Service:

  • Maintain high satisfaction levels among internal stakeholders and the public.

  • Respond to service requests and complaints professionally and effectively.

  • Perform all other related duties necessary for the role.


Job Requirements:

  • Bachelor’s degree in Civil Engineering or a related discipline.

  • Member of the Ordre des ingénieurs du Québec (OIQ).

  • At least 5 years of relevant experience, preferably in a municipal or public-sector setting.

  • Excellent spoken and written French.

  • Knowledge of municipal laws, regulations, and practices.

  • Proficient in Microsoft Office.

  • Valid driver’s license required.
