The Ordre des travailleurs sociaux et des thérapeutes conjugaux et familiaux du Québec (OTSTCFQ) is seeking a visionary and experienced leader to serve as Director of Professional Affairs. This critical leadership role is central to the organization’s mission of protecting the public and upholding professional excellence among Québec’s social workers and marriage and family therapists.
As the Director of Professional Affairs, you will oversee the development, regulation, and enhancement of professional practice across both disciplines. You will guide a multidisciplinary team responsible for professional standards, practice guidelines, advisory opinions, and research publications, while ensuring that the Order’s activities align with its public protection mandate and strategic priorities.
You will also serve as a key advisor to executive management and the Board of Directors, contributing to the Order’s strategic direction, public positions, and regulatory evolution. The role requires a deep understanding of social and ethical issues affecting the professions, the ability to translate complex professional standards into actionable policies, and leadership that inspires excellence, collaboration, and innovation.
Develop and implement the action plan for the Professional Affairs Directorate in alignment with the OTSTCFQ’s mission and Board priorities.
Oversee the projects stemming from the organization’s strategic plan and ensure accountability for deliverables.
Manage the department’s budget, personnel, and operations efficiently.
Participate actively in executive committee meetings and strategic discussions.
Define and monitor key performance indicators, preparing regular reports for executive management and the Board.
Lead the evolution of professional practice for social workers and marriage/family therapists.
Supervise the drafting of professional opinions, reference guides, and standards of practice.
Coordinate responses to inquiries from members and the public, ensuring guidance aligns with professional norms and ethics.
Identify emerging needs in professional standards and develop corresponding practice frameworks and tools.
Oversee publication of the Intervention journal and supervise the Order’s scientific monitoring activities.
Contribute to drafting position papers, press releases, and public communications representing the OTSTCFQ.
Build strategic partnerships with key stakeholders and represent the Order in professional and governmental settings.
Supervise a team of 8 employees, fostering a collaborative, accountable, and mission-driven culture.
Lead the modernization of professional documentation, ensuring consistency, clarity, and alignment with new regulations.
Guide the integration of upcoming legislative and regulatory changes into the Order’s standards and procedures.
Inspire a clear, mobilizing vision for the evolution of social work and family therapy practice in Québec.
Must be a registered member of the OTSTCFQ in good standing.
Minimum of 10 years of professional experience, including significant leadership and management experience.
Strong knowledge of the social work profession, professional competencies, and ethical and social issues related to practice.
Sensitivity to the professional realities of marriage and family therapists.
Excellent command of spoken and written French.
Master’s degree (second-cycle) in social work or a related field (e.g., management, ethics) is a strong asset.
