The Campus Development Manager provides strategic, operational, and project leadership for infrastructure development across CNL’s laboratory campuses. This role shapes the long-term modernization roadmap for Canada’s premier nuclear research environment, ensuring infrastructure supports missions across clean energy, national security, health science, and environmental stewardship.
The role blends strategy, master planning, program oversight, facilities operations, and cross-stakeholder engagement.
Lead a multi-year infrastructure development strategy aligned with CNL’s mission.
Forecast facilities and campus needs supporting nuclear R&D and workforce growth.
Translate scientific and operational goals into actionable development plans.
Oversee master planning, engineering, design, construction, and capital delivery.
Introduce innovative project delivery models that promote research excellence.
Ensure projects meet scope, schedule, budget, safety, and regulatory requirements.
Provide leadership across site services, logistics, facilities, and campus operations.
Partner with EHS, nuclear operations, and security teams to ensure compliance and resilience.
Monitor cost, schedule, safety, and performance KPIs.
Engage with federal agencies, research collaborators, community partners, and internal divisions.
Align infrastructure programs with funding strategies and regulatory frameworks.
Foster cross-functional collaboration across engineering, operations, and R&D.
Lead and mentor teams of project managers, engineers, and operational specialists.
Promote a culture of safety, innovation, and continuous improvement.
Support recruitment and talent development aligned with CNL’s mission needs.
Bachelor’s degree in Engineering, Project Management, or related field
Master’s degree preferred
10+ years in infrastructure planning, capital projects, or facilities management
5+ years in leadership roles
Experience in regulated, research-intensive, or nuclear environments strongly preferred
Proven ability to develop and execute long-term infrastructure strategies
Experience leading large-scale capital programs
Strong grasp of federal oversight, regulatory compliance, and safety/security frameworks
Excellent communication, negotiation, and stakeholder engagement skills
Commitment to diversity, equity, and inclusion
Eligible for Canadian security clearance
Canadian citizenship strongly preferred
Must reside or be willing to relocate near Chalk River
Salary: $112,000 – $177,000 USD/year (adjusted for experience and market factors)
