Description:

The Warden IV (Correctional Facility Administrator) serves as the senior leader responsible for the comprehensive management and operational oversight of the Craven Correctional Institution—a medium-custody adult male facility located in Vanceboro, North Carolina. With an inmate population capacity of approximately 850 and a workforce of around 355 employees, the Warden IV ensures that all facility functions align with the mission, vision, and policies of the North Carolina Department of Adult Correction (NCDAC).

This high-level administrative position plays a critical role in maintaining the safety, security, rehabilitation, and operational integrity of the institution, while ensuring compliance with legal, procedural, and ethical standards.


Key Responsibilities:

  • Facility Management and Leadership:
    Oversee all operations of the Craven Correctional Institution, including custody, rehabilitation, healthcare, support services, and security.

  • Strategic Planning and Administration:
    Develop and implement strategic initiatives, policies, and operational plans to achieve organizational goals and maintain institutional integrity.

  • Operational Oversight:
    Supervise key functional areas such as human resources, inmate records, maintenance, food services, education, health, and program services.

  • Community and Stakeholder Relations:
    Act as the institutional representative to external stakeholders including courts, judges, local law enforcement, volunteers, inmate families, and community resource councils.

  • Staff Supervision and Development:
    Provide leadership to correctional management teams, fostering a culture of accountability, safety, and professional growth among staff.

  • Policy Compliance:
    Ensure all operations adhere to departmental guidelines, state laws, and criminal justice standards.

  • Public Safety and Rehabilitation:
    Promote an environment focused on security, inmate rehabilitation, and reintegration preparation.


Qualifications and Skills:

  • Education:
    Bachelor’s degree from an accredited institution.

  • Experience:
    At least four years of supervisory, administrative, or consultative experience in correctional management or a related public safety field.

  • Certification Requirement:
    Must be eligible for certification by the North Carolina Criminal Justice Education & Training Standards Commission.

  • Leadership and Administrative Skills:
    Proven ability to manage complex correctional operations, develop staff, and ensure regulatory compliance.

  • Knowledge Areas:

    • In-depth understanding of prison operations and inmate management.

    • Strong grasp of correctional policies, safety regulations, and rehabilitation practices.

    • Strategic planning and resource allocation expertise.

  • Soft Skills:
    Excellent communication, problem-solving, and decision-making abilities with strong ethical judgment and resilience under pressure.


Management Preferences:

  • Documented supervisory experience within a prison facility.

  • Comprehensive knowledge of facility operations, including administrative and custody functions.

  • Familiarity with state prison policies, procedures, and compliance frameworks.
