Contracting And Procurement Officer

 

Description:

Reporting to the Manager, Procurement, the Contracting and Procurement Officer provides procurement and contracting services to the Library of Parliament (LOP) and the Office of the Parliamentary Budget Officer. The role includes providing advice and building and maintaining effective business relationships with clients, suppliers, and partners, while safeguarding the LOP’s accountability, transparency, impartiality, and credibility.

 

The incumbent performs the following duties:

  • Plan and coordinate procurement of goods and services, including preparing purchase orders, contracts, and related documentation.
  • Administer competitive contracting processes by managing requests for quotations, evaluating bids, and negotiating terms with suppliers.
  • Develop and implement procurement guidelines, tools, and best practices to support organizational compliance and efficiency.
  • Monitor contracts and supplier performance, ensuring delivery aligns with agreed terms and resolving issues as needed.

 

Qualifications

 

Education:

  • Post-secondary education in a field related to the position OR an acceptable combination of education, training, and relevant experience.

Experience:

  • Experience in providing advice on procurement or contracting policies, practices, or procedures.
  • Experience in analyzing procurement requirements and in providing advice and viable solutions to clients on all aspects of the procurement process.
  • Experience in preparing documents for the tendering, evaluation and selection of suppliers to meet organizational goods and services requirements.
  • Experience using an automated financial and/or materiel management system or an integrated procurement system (e.g., Unit4 Business World).

Knowledge:

  • Knowledge of procedures and practices to prepare procurement and contracting documents, review bids and proposals and award contracts.
  • Knowledge of negotiation practices and skill to negotiate terms and conditions of contracts and other agreements.
  • Knowledge of systems and procedures for entering information into appropriate databases and methods of analyzing and extracting information for reports and presentations to senior management.
