The SLRD’s wide variety of services include: land use planning, solid waste management, building inspection, fire protection, emergency preparedness, 911 services, recreation, water and sewer utilities, transit, trails and open spaces, financial support for libraries, television rebroadcasting and similar community services. Services can be grouped into three main categories: regional (where all municipalities and electoral areas are served), sub-regional (where two or more jurisdictions are served), or local (where one electoral area, or part of an electoral area, is served).

The SLRD is connected to the Provincial Government either directly or through organizations like the Union of BC Municipalities (UBCM) and works with all levels of government to advocate on behalf of its communities and to maximize these efforts and the potential impact. As such, the SLRD is committed to investing in new ways to meaningfully engage the public in order to meet the expectations of community members and to be able to shape the future of the region.
 

Major Duties

  • Responsible to the Board and performs the duties, powers and functions of corporate administration as set forth in Sections 197 and 198 of the Local Government Act;
  • Puts into effect and carries out the policies of the Board;
  • Advises the Board on matters within the control and purview of the Board;
  • Inspects and reports to the Board upon all Regional District works as often as required by the Board;
  • Reports to each Director on all correspondence, matters and concerns rising in respect of their areas within the Regional District;
  • Attends meetings of the Board and such committees as may be designated by the Board;
  • Determines that resolutions passed by the Board are carried into effect and reported back to the Board;
  • Assists the Chair and Directors in the preparation of appropriate documents required, enabling them to fulfill their functions;
  • Submits proposed contracts to the Board for approval;
  • Recommends a plan of organization to the Board for the Regional District and, when approved, to see that such plan is adhered to;
  • Provides leadership by employing sound management techniques in guiding the staff and other human resources of the Regional District and Regional Hospital Districts;
  • Recommends to the Board the addition, promotion, transfer, retirement, or dismissal of officers; makes recommendations to the Board regarding the salaries paid to employees or officers;
  • Ensures sound financial management of public revenues to meet the present and future needs of the ratepayers of the region;
  • Recommends land use development policies and procedures are in place to effectively guide the orderly development and growth of the region;
  • Recommends the necessary organizational structure to deliver all programs and services and to implement all policies and procedures to meet the expectations and needs of the public;
  • Fosters an environment of positive public relations both internally and externally such that the public respects and has confidence in the administration of the business of the Regional District and Regional Hospital Districts;
  • Delegated authority for personnel, including all human resources functions;
  • Preparation of agendas and review of minutes;
  • Exercises such other powers and performs such other duties as may be designated and assigned to him/her from time to time by the Board.
