The University of Manitoba, one of Canada’s top employers and a leader in education, research, and innovation, is seeking a highly experienced Category Lead – Special Capital Projects to join its Procurement team. This pivotal role involves overseeing high-value, multi-phase capital projects such as large-scale construction, renovations, and specialized equipment acquisitions that often require Board-level visibility and expedited timelines.

As a Category Lead, you will lead the Special Capital Project Team (SCPT) and work collaboratively with Architectural & Engineering Services (AES), Capital Finance, and Project Managers to plan and implement efficient procurement strategies. The position calls for a professional who combines leadership, negotiation, and technical expertise in construction and procurement practices. You will play a vital role in ensuring compliance, optimizing supplier relationships, and achieving best value outcomes for the University’s major capital initiatives.


Key Responsibilities:

  • Lead and manage the Special Capital Project Team (SCPT) to execute procurement for major capital projects.

  • Develop and implement strategic procurement plans, aligning with University goals and timelines.

  • Collaborate with executives, project managers, and finance teams to ensure smooth procurement planning and execution.

  • Prepare and review competitive bid documents (RFx), ensuring compliance with trade agreements and institutional policies.

  • Conduct contract negotiations, awards, and change management for assigned projects.

  • Oversee supplier performance and maintain positive vendor relationships.

  • Lead enterprise-level sourcing initiatives and analyze spend to identify savings and efficiencies.

  • Attend capital budget meetings to forecast and align procurement schedules with institutional priorities.

  • Mentor and guide staff, promoting best practices in procurement operations.


Qualifications & Experience:

  • Bachelor’s degree or equivalent post-secondary education in a related discipline (Supply Chain, Business, Engineering, etc.).

  • Certified Supply Chain Management Professional (SCMP) designation and membership are required.

  • Minimum 6 years of senior purchasing experience, including supervisory or leadership responsibilities.

  • Strong experience in construction procurement and category management is highly preferred.

  • Deep understanding of competitive bidding law, trade agreements, and Canadian procurement practices.

  • Proven experience with RFx development, contract law, and project procurement strategies.

  • Excellent negotiation, analytical, and leadership skills.

  • Familiarity with e-procurement systems and Microsoft Office tools (Excel, Word, PowerPoint, Outlook).

  • Ability to communicate and collaborate effectively with cross-functional and executive stakeholders.

  • High ethical standards, professionalism, and a strong focus on customer service and relationship building.

  • Knowledge of different construction delivery methods (design-build, fixed fee, integrated project delivery) is an asset.

  • Experience in the public sector and/or project management preferred.
