Building Officials Supervisor

The City of Burlington is seeking a seasoned and certified Supervisor, Building Permits to lead a technical team responsible for reviewing building permit applications. This supervisory role ensures compliance with the Ontario Building Code Act (BCA), Ontario Building Code (OBC), and all applicable provincial and federal regulations.

The successful candidate will act as a subject-matter expert and primary liaison for complex permit issues, assuming leadership responsibilities for 10 direct reports and coordinating with additional engineering staff. This role also serves as the primary backup to the Deputy Chief Building Official (CBO)/Manager of Building Permits, handling emergency site inspections and unsafe structure evaluations.

The position requires a strong background in construction and engineering, coupled with extensive knowledge of municipal regulations and a proactive approach to digital service innovation and continuous process improvement.


Key Responsibilities:

  • Lead and manage a technical team handling building permit services including consultation, intake, technical review, and issuance.

  • Ensure full compliance with BCA, OBC, and related building standards and legislation.

  • Supervise, train, coach, and manage staff performance while overseeing workflow of direct and supporting engineering teams.

  • Serve as escalation and primary backup to the Deputy CBO, conducting emergency inspections and structural evaluations.

  • Act as a liaison with provincial bodies, internal departments, and external stakeholders to resolve complex permit issues.

  • Represent the Building Department in corporate digital service initiatives, driving innovation and efficiency in permit-related processes.


Requirements:

  • Education: Bachelor’s Degree in Engineering.

  • Designation: Must hold a P.Eng or be eligible within 12 months.

  • Experience: 7–10 years of industry-related experience, including at least 2 years in a leadership/supervisory role.

  • Certifications: Must be fully certified by the Ministry of Municipal Affairs and Housing in categories such as:

    • CBO Legal

    • Building Services

    • Building Structural

    • Complex Buildings

    • Small Buildings

    • Large Buildings

    • Sewage Systems

  • Knowledge: In-depth expertise in Ontario Building Code, Building Code Act, National Building Code, and Ontario Fire Code.

  • Skills: Strong leadership, technical, and stakeholder communication skills.

  • Tools: Familiarity with Microsoft Office and digital permit management systems (e.g., AMANDA) is an asset.

  • License: Valid Ontario G Class driver’s license with a clean record.

  • Other: Must provide a clear Criminal Record Check upon hiring.
