William Osler Health System, one of Canada's top healthcare employers and a major provider of care to Brampton, Etobicoke, and surrounding communities, is seeking a highly experienced and strategic Associate Vice President of Facilities Operations. This executive-level role offers a unique opportunity to lead a multi-disciplinary portfolio including Facilities Management, Property and Asset Management, Public Safety, and Environmental Sustainability across a multi-site hospital system.
As AVP, you will be responsible for driving operational excellence, managing risk, optimizing resource use, and delivering safe, high-quality services aligned with the hospital’s long-term strategic vision. This role requires a seasoned leader with proven expertise in strategic planning, infrastructure management, contract oversight, compliance, and unionized environments.
Lead and manage Osler’s full scope of facility services operations, ensuring optimal performance, safety, and regulatory compliance.
Oversee operating and capital budgets, including utility forecasting and lifecycle asset planning.
Conduct cost-benefit analyses and develop business cases for initiatives and improvements.
Guide infrastructure risk management and mitigation strategies related to facilities and public safety.
Direct a high-performing team through strong performance management and professional development programs.
Implement effective recruitment, retention, and engagement strategies across the portfolio.
Serve as the principal liaison for capital redevelopment initiatives, ensuring facility readiness for new builds and renovations.
Ensure facilities operations specifications are met during design and construction phases of major projects, including AFP/P3 ventures.
Collaborate with internal departments—Capital Development, Finance, Clinical Operations—to align planning, budgeting, procurement, and execution.
Provide strategic leadership on operational policies, procedures, and standards to ensure high-quality patient care and safety.
Maintain strong partnerships with internal departments, clinical leaders, and third-party service providers.
Promote Osler’s commitment to health, safety, diversity, equity, and anti-discrimination.
Navigate effectively in unionized settings and support crisis management during facility-related incidents.
Bachelor’s degree in Facilities Management, Engineering, or a related field is mandatory.
Post-graduate qualifications in Business Administration, Health Administration, or similar disciplines are preferred.
Minimum 10 years of progressive leadership experience in a multi-site organization—hospital/healthcare sector strongly preferred.
Experience in P3 Project Agreement management is a strong asset.
Membership in Canadian Healthcare Engineering Society (CHES) or relevant associations such as CCHL is preferred.
Broad expertise across healthcare facilities operations, including engineering, environmental services, portering, food services, public safety, and materials management.
Deep understanding of regulatory compliance, healthcare environments, union dynamics, and risk management.
Demonstrated business acumen, contract management expertise (RFQs, RFPs, amendments), and strategic planning capabilities.
Proven ability to communicate across all organizational levels—from front-line staff to executives and government officials.
Ability to lead through change, drive innovation, and deliver results in a highly regulated, performance-driven environment.
Strong interpersonal skills, collaborative leadership, and a passion for continuous improvement.
