Reporting to the Director of Financial and Material Resources and Treasurer, the Division Head – Financial Analysis and Budget Planning and Assistant Treasurer is responsible for planning, organizing, directing, controlling, and coordinating all activities related to accounting, control of operating and capital expenditures, budget preparation and monitoring, and preparation of financial statements in accordance with the Ministry of Municipal Affairs and Housing (MAMH) and generally accepted accounting principles (GAAP).

This role also includes producing periodic reports, improving work processes, managing the integrated financial management software, and assisting with audits and financial analyses.


Key Responsibilities:

  • Lead and coordinate all division activities according to policies and regulations.

  • Recommend division goals and oversee their implementation.

  • Ensure efficient use of human, material, and budgetary resources.

  • Control financial operations to ensure compliance with budgets, laws, and regulations.

  • Participate actively in budget preparation and analysis of financial trends.

  • Collaborate on the drafting of resolutions within the division’s area of expertise.

  • Review supplementary tax accounts and transfer duties in cooperation with the Revenue-Taxation Division Head.

  • Prepare the city’s financial statements, employee pension reports, and other internal or required accounting reports.

  • Manage year-end financial documentation and serve as resource during annual audits.

  • Reconcile financial statement positions (Balance Sheet).

  • Develop and implement procedures and tools to facilitate service management.

  • Lead the development of the division’s IT programs and administer the integrated financial management system (user creation and access management).

  • Manage and develop the division’s staff, recommend staffing levels, set performance standards, and conduct evaluations.

  • Ensure employee health and safety and enforce human resource policies.

  • Recommend hiring, termination, and disciplinary actions in collaboration with HR.

  • Participate on internal and external committees as needed.

  • Act as Treasurer during absences.

  • Perform any other duties assigned by the supervisor.


Supervision:

  • Oversees 1 accounting officer


Required Qualifications:

Education:

  • University degree in Business Administration, Accounting, or equivalent.

  • CPA designation or in progress.

Professional Experience:

  • Relevant municipal accounting experience (an asset).

  • Experience managing unionized office staff (an asset).

  • Knowledge of taxation (an asset).

Skills:

  • Advanced proficiency in MS Office (Excel, Word, PowerPoint).

  • Familiarity with municipal financial management software.

  • Good spoken and written English.
