Description:

The City of Dollard-des-Ormeaux, a bilingual municipality located in the west of the Island of Montreal with a population exceeding 50,000, is committed to delivering quality services to its citizens. The city is now seeking a Division Head – Financial Analysis and Budget Planning and Assistant Treasurer to join its Financial and Material Resources Department.

Reporting to the Director of Financial and Material Resources and Treasurer, this strategic role involves overseeing all activities related to accounting, expenditure control, budget preparation and monitoring, and the production of financial statements in line with Ministry of Municipal Affairs and Housing (MAMH) regulations and generally accepted accounting principles (GAAP). The Assistant Treasurer also plays a key role in improving business processes and managing the city’s integrated financial management software.


Key Responsibilities:

  • Plan, organize, direct, and coordinate all activities within the division in line with policies, regulations, and programs.

  • Recommend and implement strategic directions and objectives for the division.

  • Ensure effective use of human, material, and financial resources.

  • Oversee and validate the city’s financial operations, ensuring alignment with budgets, resolutions, laws, and regulations.

  • Collaborate in preparing the city’s operating budget and conduct financial trend analysis and projections.

  • Review tax accounts and transfer duties in partnership with the Taxation Division Head.

  • Prepare financial statements, pension plan reports, and other required financial documentation.

  • Lead the year-end financial closure process and act as the primary liaison during audits.

  • Administer and ensure proper use of the city’s integrated financial management software.

  • Design and implement tools and procedures to enhance financial operations.

  • Provide training and performance evaluation for team members, managing staffing needs and health & safety compliance.

  • Represent the city in internal and external committees as required.

  • Act as substitute for the Treasurer during absences.

  • Carry out any additional responsibilities assigned by the Director.


Required Qualifications:

Education:

  • Bachelor’s degree in Business Administration, Accounting, or a related field

  • Member of the Ordre des comptables professionnels agréés du Québec (CPA)

Professional Experience:

  • Relevant experience in municipal accounting

  • Experience in managing unionized office personnel (asset)

  • Knowledge of taxation (asset)

Skills:

  • Strong knowledge of municipal environments

  • Proficiency in Microsoft Office (Advanced Excel, Word, PowerPoint)

  • Familiarity with municipal financial management systems

  • Good command of both spoken and written English
